The municipal government of Carleton Place, Ont., has selected Stantec to provide construction services for infrastructure upgrades to the town’s water treatment plant (WTP) and wastewater treatment plant (WWTP).

The project continues Stantec’s long-standing partnership with the town near Ottawa, which has previously included work on a comprehensive master plan for its growth, development and infrastructure management. Having already delivered a detailed design for the expansion of both plants, the firm will now oversee project execution and provide contract administration and engineering guidance.

The WTP and WWTP will be overhauled simultaneously to relieve operational constraints and support the town’s population, which is projected to grow from 15,000 to 25,000 over the next 20 years. Capacity of the WTP will increase from 12 to 19.5 million litres per day (MLD), while capacity of the WWTP will increase from 7.9 to 10.6 MLD on average and from 22 to 42.5 MLD at peak hours. Also, the WWTP will be converted from conventional treatment to a membrane bioreactor facility.

The project represents the largest infrastructure investment in Carleton Place’s history, with a construction value of approximately $133 million. ASCO Construction was awarded a contract following a competitive tendering process. Work is expected to continue into early 2029 for both plants.
